All Building Plans (Residential and Commercial) need to be submitted through CitizenServe Portal in a PDF format.

A deposit fee of $1,000.00 is required when applying for a New Residential House Building Permit (This does not apply to remodels). A deposit of $2,500.00 is required when applying for New Commerical Building Permits. Upon approval of the permit the deposit is applied to from the total fee when permit is issued.

No building permit will be issued until plans are reviewed and approved. Plans are reviewed in the order received, Turn around times are as follows:

Residential: 4-6 weeks

Commercial: 6-8 weeks

No deviation of use or construction from the submitted plans will be allowed without the written approval of the Middleton P&Z Administrator, Building Inspector, or the Middleton City Council.>Design Criteria

All structures must be designed to meet the requirements of the 2018 International Building Code/International Residential Code.

Specific Design Criteria unique to Middleton:

All City water and sewer connection fees are to be paid at the same time as the Building Permit Fees. 

Residential Building Permit Fees are calculated based on the value of the construction using the City's adopted Building Valuation Data published by the ICC.

Commercial Building Permit Fees are calculated based on the Certificate of Value filled out and submitted with the Permit Application packet.

All City water and sewer connection fees are to be paid at the same time as the Building Permit Fees, a Res-Check Zoning Compliance fee will also be collected at that time.

Impact Fees (if applicable) are to be paid at the same time as the Building Permit Fees.

A New Residential Building deposit of $1,000.00 or a New Commercical Building deposit of $2,500.00 is due when submitting plans for approval. The deposit is applied to the total fee when permit is issued if the permit is paid for within 30 days of approval.  If the permit is approved, but not paid for within 30 days, the deposit is non-refundable and forfeited, the permit null and void and a new permit must be applied for.

First floor level framing inspection before the decking is applied and a lath inspection for all exterior stucco, plaster and masonry veneer.

Additional plan review required by changes, additions or revisions to plans $47.00 per hour (1 hour minimum)

** Failure to obtain a permit prior to commencement of any construction will result in the assessment of a double fee.
